RESOLUTION

On the state information system for providing information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for disabled people and other citizens with limited mobility

In order to ensure accessibility for disabled people and other citizens with limited mobility of social, transport and engineering infrastructure of the city of Moscow, the Moscow Government

decides:

1. Approve the Regulations on the state information system for providing information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for disabled people and other citizens with limited mobility (appendix).

2. Establish that:

2.1. The Moscow Department of Information Technologies is the operator and state customer of the operation and development (modernization) of the state information system for providing information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for people with disabilities and other people with limited mobility.

2.2. The Department of Labor and Social Protection of the Population of the City of Moscow is an authorized executive body of the city of Moscow, coordinating the generation of information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for disabled people and other citizens with limited mobility in the state information system for providing information on accessibility for disabled people and other citizens with limited mobility objects of social, transport and engineering infrastructure of the city of Moscow.

3. "2.6.2. Collects information on the accessibility for disabled people and other citizens with limited mobility of social, transport and engineering infrastructure of the city of Moscow, located in the district and not belonging to sectoral, functional executive authorities of the city of Moscow or organizations subordinate to them, by conducting an inventory, certification of these objects, conducting a survey of people with disabilities and other people with limited mobility on the issue of accessibility of social, transport and engineering infrastructure of the city of Moscow, enters the received information into the state information system designed to provide information on the accessibility of social, transport and infrastructure facilities for people with disabilities and other people with limited mobility engineering infrastructure of the city of Moscow."

4. Clause 1.2 of the order of the Moscow Government of October 13, 2009 N 2673-RP “On putting into commercial operation the Automated System for Maintaining the Citywide Register of Persons with Disabilities and the Automated System for Recording City Infrastructure Facilities and Monitoring their Adaptation for Disabled People” shall be declared invalid.

5. Control over the implementation of this resolution is entrusted to the Minister of the Moscow Government, Head of the Department of Information Technologies of the city of Moscow Ermolaev A.V. and the Minister of the Moscow Government, Head of the Department of Labor and Social Protection of the Population of the City of Moscow V.A. Petrosyan.

Application. Regulations on the state information system for providing information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for disabled people and other citizens with limited mobility

1. General Provisions

1.1. The Regulations on the state information system for providing information on the accessibility for disabled people and other people with limited mobility of social, transport and engineering infrastructure facilities of the city of Moscow (hereinafter referred to as the Regulations) determines the purpose of the state information system for providing information on the accessibility of social, transport and engineering infrastructure facilities for people with disabilities and other people with limited mobility infrastructure of the city of Moscow (hereinafter - IS "Accessible Environment"), its tasks and functions, the composition of participants in information interaction using the IS "Accessible Environment" (hereinafter - participants in information interaction), their powers and responsibilities.

1.2. IS "Accessible Environment" is a state information system of the city of Moscow, containing information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for people with disabilities and other citizens with limited mobility (hereinafter referred to as low-mobility citizens).

1.3. IP "Available Environment" is the property of the city of Moscow.

1.4. The objectives of the IS "Accessible Environment" are:

1.4.1. Information support for the provision of up-to-date, complete, reliable and timely information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for people with limited mobility.

1.4.2. Increasing accessibility for people with limited mobility to social, transport and engineering infrastructure of the city of Moscow.

1.5. The functions of the IS "Available Environment" are:

1.5.1. Collection, storage, generalization, analysis and recording of information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for people with limited mobility.

1.5.2. Providing an assessment of the degree of accessibility of social, transport and engineering infrastructure of the city of Moscow for people with limited mobility.

1.5.3. Monitoring of work to adapt the social, transport and engineering infrastructure of the city of Moscow for their use by people with limited mobility (including during the construction of capital construction projects).

1.5.4. Providing information about the objects of social, transport and engineering infrastructure of the city of Moscow, including using the integrated automated information system "Unified geoinformation space of the city of Moscow".

1.5.5. Ensuring the construction, using the information contained in the "Accessible Environment" IS, of optimal routes for the movement of people with limited mobility to the social, transport and engineering infrastructure of the city of Moscow using the integrated automated information system "Unified Geographic Information Space of the City of Moscow."

1.5.6. Collection of information about the needs of people with limited mobility in the accessibility of social, transport and engineering infrastructure facilities in the city of Moscow and the shortcomings of the social, transport and engineering infrastructure facilities in the city of Moscow, including using the integrated automated information system "Unified Geographic Information Space of the City of Moscow".

1.5.7. Ensuring an assessment of the needs of citizens with limited mobility in adapting social, transport and engineering infrastructure facilities of the city of Moscow for access to such facilities by citizens with limited mobility, taking into account their places of residence.

2. Participants in information interaction

2.1. Participants in information interaction are users of information and information providers in the Accessible Environment IS, the operator of the Accessible Environment IS and the authorized executive body of the city of Moscow, coordinating the generation of information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for disabled citizens (hereinafter - authorized body).

2.2. Users of information in the Information System "Available Environment" are executive authorities of the city of Moscow, local governments of intra-city municipalities in the city of Moscow and organizations.

Organizations that need information contained in the "Available Environment" IS access the "Accessible Environment" IS using the integrated automated information system "Unified Geoinformation Space of the City of Moscow" in accordance with the Procedure for information interaction using the "Accessible Environment" IS (hereinafter - Order of interaction).

2.3. Suppliers of information in the "Accessible Environment" IS are the executive authorities of the city of Moscow, local self-government bodies of intra-city municipalities in the city of Moscow and organizations that have information on the accessibility of social, transport and engineering infrastructure of the city of Moscow for disabled citizens and place it in the "Accessible Environment" IS environment" in accordance with the Procedure for interaction.

Sectoral and functional executive authorities of the city of Moscow place in the Information System "Accessible Environment" information on the accessibility for disabled citizens of social, transport and engineering infrastructure of the city of Moscow belonging to the specified executive authorities of the city of Moscow or organizations subordinate to them.

District governments of the city of Moscow place in the IS "Accessible Environment" information on the accessibility for disabled citizens of social, transport and engineering infrastructure of the city of Moscow, which are located on the territory of the corresponding districts of the city of Moscow and do not belong to the sectoral, functional executive authorities of the city of Moscow or organizations subordinate to them .

Local self-government bodies of intra-city municipalities in the city of Moscow have the right to place in the "Accessible Environment" IS information on the accessibility for people with limited mobility of social, transport and engineering infrastructure facilities of the city of Moscow, which are located on the territory of the corresponding intra-city municipalities in the city of Moscow and do not belong to sectoral and functional executive authorities of the city of Moscow.

Organizations, with the exception of those specified in paragraphs two and three of this paragraph, have the right to provide information to the district administrations of the city of Moscow on the accessibility of social, transport and engineering infrastructure facilities of the city of Moscow belonging to such organizations for disabled citizens.

3. Information interaction between participants in information interaction

3.1. Information interaction between participants in information interaction is carried out in accordance with the Procedure for interaction, approved by the operator together with the authorized body.

3.2. The procedure for interaction establishes, including the composition of information posted by each information provider in the Accessible Environment IS, the timing and frequency of its provision, the procedure for posting and updating information in the Accessible Environment IS, the procedure for verifying the completeness and accuracy of the information contained in the IS. Accessible Environment", according to statements by users of the Accessible Environment IS, as well as the rules for access of participants in information interaction to information contained in the Accessible Environment IS.

4. Rights and obligations of participants in information interaction

4.1. Authorized body:

4.1.1. Together with the operator, approves the Procedure for interaction.

4.1.2. Monitors compliance by participants in information interaction with the requirements established by these Regulations and the Procedure for interaction.

4.1.3. Carries out selective control of the reliability and completeness of information posted by information providers in the Accessible Environment IS, including visits to social, transport and engineering infrastructure facilities of the city of Moscow and subsequent informing of the authorized executive authorities of the city of Moscow about the actual state of social, transport and engineering infrastructure facilities engineering infrastructure of the city of Moscow and the need to make changes to the information about such objects contained in the Accessible Environment IS.

4.2. Certain functions of the authorized body may be transferred to another executive body of the city of Moscow or organization by decision of the authorized body in accordance with the regulatory legal acts of the Russian Federation and legal acts of the city of Moscow.

4.3. Operator:

4.3.1. Together with the authorized body, approves the Procedure for interaction.

4.3.2. Ensures the development of software and hardware tools for the IS "Accessible Environment".

4.3.3. Ensures the functioning of the Information System "Accessible Environment" around the clock in accordance with the requirements of the legislation of the Russian Federation and the legislation of the city of Moscow.

4.3.4. Ensures the integrity and accessibility of information contained in the Accessible Environment IS for participants in information interaction.

4.3.5. Registers information providers and the authorized body in the Accessible Environment IS and provides them with access to the Accessible Environment IS.

4.3.6. Provides consulting support to participants in information interaction on technical issues of using the Accessible Environment IS.

4.4. Certain functions of the operator may be transferred to another executive body of the city of Moscow or organization by decision of the operator in accordance with the regulatory legal acts of the Russian Federation and legal acts of the city of Moscow.

4.5. The operator and the authorized body are not responsible for the accuracy and completeness of information posted by information providers in the Accessible Environment IS.

4.6. Information provider in the Information System "Available Environment":

4.6.1. Carries out information placement about objects of social, transport and engineering infrastructure of the city of Moscow in the IS "Accessible Environment".

4.6.2. Ensures the reliability and completeness of information posted in the Accessible Environment IS about the objects of social, transport and engineering infrastructure of the city of Moscow.

4.6.3. Complies with the requirements of the Interaction Procedure.

4.7. User of information in the Information System "Available Environment":

4.7.1. Provides access to information contained in the Accessible Environment IS.

4.7.2. Complies with the requirements of these Regulations and the Procedure for interaction.

At the end of December 2012, it was planned to launch the AIS “Accessible Environment” (Automated Information System “Accessible Environment”), which should help people with disabilities receive up-to-date information on the accessibility of city infrastructure and possible routes for movement around the city.

The launch of the system was postponed several times, but we waited patiently, because in response to our written requests to the Department of Social Protection of the Population of Moscow about the launch of the AIS, we regularly received assurances that the system would be put into commercial operation and on the project’s Internet portal we would be able to see information about the availability of objects. However, the system has not yet been launched. As far as one can understand, at the moment the system has been created, but is not open for wide use. This is confirmed by Moscow Government Decree No. 596-PP, issued on October 7, 2014. It states that AIS is available for official use only.

Why the system was developed for people with disabilities, but is currently not accessible to them, is unknown. There are no objective reasons for this.

When the AIS was in development, people with disabilities were offered, as an alternative, to use information about the accessibility of urban infrastructure on the “open data portal” and “electronic atlas” websites. Although the information on these sites can hardly help in any way, since the specified information about the objects does not give any idea about whether a disabled person will be able to visit a particular object or not. On these sites there are no complete passports of objects, there is no data that is extremely necessary for people with disabilities on all zones of objects: the adjacent territory, the entrance group, traffic routes, service areas, sanitary and hygienic premises, there are no photos of objects, information about the presence or absence of thresholds, tactile, sound indicators, data on non-compliance with standards. In the absence of such data, people with disabilities have nothing to guide them. All disabled people have different physical abilities and technical means of rehabilitation, and without a wide range of information about the object, each individual disabled person will not be able to understand whether a given object is accessible to him or not.

All this extremely necessary information for moving around the city is not available on the “open data portal” and “electronic atlas” websites, as a result of which they are useless and even harmful for people with disabilities. As a result of receiving false information about accessibility, a disabled person, who reached the object with great difficulty and spent a significant amount of time, money and nerves on this, is forced to return home with nothing, because in fact it turns out that the object is inaccessible. At the same time, all the necessary information about accessibility according to the Terms of Reference should have been in the AIS “Accessible Environment”.
Now people with disabilities generally do not have any reliable and complete information about the accessibility of urban infrastructure and possible routes for moving around the city, and there is also no way to obtain it.

In this regard, we ask you to launch the AIS “Accessible Environment” for public access. We disabled people need it. And not to employees of Moscow executive bodies.
